3C Certification Its full name is “China Compulsory Product Certification,” with the English name China Compulsory Certification and the English abbreviation CCC.
It is a product conformity assessment system implemented by the Chinese government in accordance with laws and regulations, aimed at safeguarding consumer safety and national security and strengthening product quality management.
Definition
3C certification is short for China Compulsory Product Certification. Its main contents can be summarized as follows:
(1) In accordance with the relevant WTO agreements and internationally accepted practices, the State, in compliance with the law, implements a unified mandatory product certification system for products that affect human health and safety, the life and health of animals and plants, as well as environmental protection and public safety. The State Administration for Market Regulation is solely responsible for the management and organizational implementation of the national mandatory product certification system.
(2) The main features of the national mandatory product certification system are as follows: the state publishes a unified product catalog, establishes uniform national standards, technical regulations, and implementation procedures, adopts a standardized certification mark, and sets uniform fee‑charging standards. Any product included in the mandatory product certification catalog must undergo certification by a nationally designated certification body, obtain the relevant certificate, and affix the certification mark before it may be manufactured, imported, sold, or used in business and service premises.
(3) In accordance with China’s WTO accession commitments and the principle of national treatment, the original two regimes covered 138 product categories. The newly published Catalogue has removed 16 products—such as medical ultrasonic diagnostic and therapeutic equipment—that were previously subject to mandatory certification, while adding 10 new products, including safety glass for construction. As a result, the Catalogue now lists a total of 132 product categories subject to mandatory certification.
(4) The State adopts a unified mark for mandatory product certification. The new national mandatory certification mark is named “China Compulsory Certification,” with the English name “China Compulsory Certification” and the abbreviated English designation “3C.” Following the implementation of the China Compulsory Certification mark, it will replace the previously used “Great Wall” mark and the “CCIB” mark.
(5) The State shall uniformly determine the items and standards for fees charged for mandatory product certification. The formulation of new fee items and fee standards shall, in accordance with the principles of non-profitability and national treatment, take into account existing fee structures and refer to comparable certification fee items and standards applied overseas.
(6) The Compulsory Product Certification System came into effect on August 1, 2002, and the relevant certification bodies officially began accepting applications. The previous product safety certification system and the import safety and quality licensing system were abolished as of August 1, 2003.
English
The 3C certification is, in fact, the English abbreviation for “China Compulsory Certification,” referring to China’s mandatory product certification system, and it also serves as the unified mark used for such certifications nationwide. As an authoritative “CCC” certification that integrates the former National Safety Certification (CCEE), the Import Safety and Quality Licensing System (CCIB), and the China Electromagnetic Compatibility Certification (EMC), it represents a cutting-edge step toward aligning with international standards, undertaken jointly by the General Administration of Quality Supervision, Inspection and Quarantine of China and the Certification and Accreditation Administration of the People’s Republic of China. It holds irreplaceable significance. Currently, China has announced an initial list of 19 major categories comprising 132 specific product types that must obtain mandatory certification, including wire and cable, low-voltage electrical appliances, information technology equipment, safety glass, fire‑fighting products, motor vehicle tires, latex products, and more.
Function
The 3C mark is typically affixed to the product’s surface or embossed onto it; upon close inspection, you can discern multiple faint “CCC” markings in an oval shape. Each 3C mark is accompanied by a unique random code, which corresponds to a specific manufacturer and product. When issuing the compulsory product certification mark, the Certification Mark Issuance and Management Center enters the corresponding product information into a computer database, enabling consumers to verify the code through the National Quality Certification Center.
It should be noted that the 3C mark is not a quality certification; it is a basic safety compliance mark.
The 3C certification system seeks, through a comprehensive package of measures—including “a unified product catalog, unified standards, technical regulations, conformity assessment procedures, a unified certification mark, and unified fee‑setting”—to fundamentally address longstanding issues in China’s product certification regime, such as multiple authorities issuing regulations, redundant assessments, duplicated fees, and the lack of clear separation between certification activities and law‑enforcement actions. By establishing technical regulations, standards, and conformity assessment procedures aligned with international norms, it aims to promote trade facilitation and liberalization.
