Regarding the Australian C‑Tick certification for power adapters

发布时间:2020-06-01

In Australia, the EMC requirements for electrical products are overseen by the ACA (Australian Communications Authority). In addition to Australian and New Zealand Standards (AS/NZS), the ACA recognized 103 other standards in 2002, including those from EN, IEC, and CISPR.
To limit the impact of electromagnetic interference, Australia has imposed mandatory electromagnetic compatibility (EMC) requirements on all products falling within the scope of the relevant standards, effective January 1999. Certain EMC test items are also subject to these mandatory requirements, namely conducted emissions, radiated emissions, and transient disturbances (click noise). Other EMC test items are not subject to mandatory requirements. Only products that have been tested and found to comply with the applicable standards may bear the C‑Tick mark. Any company or individual wishing to use this mark must submit an application to the competent government authority and obtain written approval before doing so; furthermore, the mark’s height must be no less than 3 mm.
 C-tick certification
The Australian supplier’s information must be clearly marked next to the C‑Tick mark in accordance with the regulations, enabling the ACA to effectively trace the supplier responsible for the product’s EMC during market inspections. The required information comprises four components:
1. The registered name and address of the Australian supplier.
2. Australian Company Number
3. A number issued by the ACA to Australian suppliers.
4. The product bears an Australian-registered trademark used in the Australian market.

Australia’s EMC regulatory framework categorizes products into three classes. Before marketing Class 2 and Class 3 products, suppliers must register with the ACA and apply for the C‑Tick mark.
Level 1 product
Class I products are those that generate low levels of radiated emissions capable of interfering with equipment using the radio spectrum, such as manual switches, simple relays, unidirectional squirrel-cage induction motors, and resistors. For Class I products, suppliers must sign a Declaration of Conformity and provide a product description. Class I products may voluntarily apply for the C‑Tick mark; however, once a supplier chooses to use this mark, they must submit, along with the Declaration of Conformity and product description, a record of conformity demonstrating that the product described in the declaration meets the relevant EMC standards. There are no specific requirements regarding the testing location, and in‑house testing is permitted.
Level 2 product
Level 2 products are those that generate relatively high levels of radiated emissions capable of interfering with equipment using the radio spectrum, such as switching power supplies, arc welders, dimmers, and most household appliances. In addition to submitting a Declaration of Conformity and a product description, suppliers must also provide test reports conducted in accordance with the relevant standards. If no applicable standards exist, technical documentation detailing the product’s structure must be provided. There are no specific requirements regarding the testing location; in‑house testing is permitted.
Level 3 product
Class III products are those that generate extremely high levels of radiated interference to equipment using the radio spectrum, namely products covered by CISPR 11 and CISPR 22. At present, communication terminal products still fall within this category; however, effective November 7, 2003, such terminals will be reclassified as Class II products. In addition to submitting a declaration of conformity and a product description, suppliers must also provide test reports issued by an accredited testing laboratory and a quality management system certificate issued by a QSM‑accredited certification body.
