Power Adapter: Japanese PSE Certification—Distinguishing Between Round and Diamond‑Shaped PSE Marks

发布时间:2020-06-09

Introduction to PSE Certification
PSE certification is a mandatory safety certification in Japan, demonstrating that electrical and electronic products have passed safety standard tests in accordance with Japan’s Electrical Appliance and Materials Safety Law (DENAN Law) or international IEC standards. Under Japan’s DENTORL Law (Electrical Appliances and Materials Control Law), 456 types of products must obtain safety certification to enter the Japanese market. Specifically, 116 Class A products are required to bear the diamond-shaped PSE mark, while 340 Class B products must display the circular PSE mark.
Effective April 1, 2001, the “Electrical Products Control Law (DENTORL)” was officially renamed the “Electrical Products Safety Law (DENAN).” Unlike the previous regulatory framework, which relied on prescriptive requirements, the new system will be implemented by non‑governmental organizations to ensure product safety.

All products falling under the diamond‑shaped PSE catalog must undergo testing by a third‑party certification body accredited by Japan’s Ministry of Economy, Trade and Industry and obtain a certificate of compliance to enter the Japanese market. Meanwhile, products listed in the round‑shaped PSE catalog must be tested by a third‑party testing organization, with a certificate of conformity issued to verify compliance with Japan’s Electrical Appliance and Material Safety Law.

PSE Catalog List
According to the DENTORL method, 340 types of Class B products are divided into 7 sections:
1) Simple wiring conduit and junction boxes
2) Simple single-phase motor operating between 100V and 300V
3) Household electric heating products
4) Household electrical or electronic gaming products
5) Civilian or household products that use light sources
6) Household and Commercial Electronic Products
7) Other electrical appliances operating between 100V and 300V
Class A: Specified Electrical Equipment and Materials Products
For example: AC adapter Plugs Multi-tap
Category B: Other Electrical Equipment and Materials
Product Coverage Scope
Scope of Certification for Class A PSE Specified Electrical Appliances
1) Wires and cables, fuses, wiring devices (electrical accessories, lighting fixtures, etc.), current limiters, transformers, ballasts
2) Electric heating appliances, electric power‑driven machinery (household appliances), and electronic‑application machinery (high‑frequency hair removal devices)
3) Other electrical machinery and appliances for general use (electric insect killers, DC power supplies), portable engines
A third-party certification body licensed by Japan’s Ministry of Economy, Trade and Industry must issue the certification. Under the DENAN Law, manufacturers are required to retain test results and ensure that the label bears the diamond-shaped PSE mark.
Scope of Class B Non-Specific Electrical PSE Certification in Japan
For products bearing the Japanese circular PSE mark, any item falling under the “Non-Specific Electrical Appliances” category must undergo testing at a laboratory accredited by Japan’s Ministry of Economy, Trade and Industry to verify compliance with Japanese electrical appliance technical standards. Only upon obtaining a compliant test report and a PSE certificate may the product bear the circular PSE mark and be sold in the Japanese market.
