What is PSE certification?

发布时间:2025-04-26

PSE certification is short for Product Safety of Electrical Appliance & Materials. Used to certify that electrical and electronic products have passed safety tests in accordance with Japan’s Electrical Appliance and Material Safety Law (DENAN Law) or international IEC standards. It is a mandatory safety certification system in Japan, designed to ensure the safe use of electrical products in the Japanese market. The following is a detailed analysis of PSE certification:

I. Nature of Certification and Legal Basis

Mandatory Certification: PSE certification is a market access requirement in Japan; any electrical product sold or used in the country must obtain this certification, or it will be subject to legal penalties.

Legal Basis: Implementation is in accordance with Japan’s Electrical Appliance and Material Safety Law (DENAN Law), which replaced the former Electrical Appliances and Materials Control Law (DENTORL Law) and further strengthened regulatory oversight of electrical product safety.

II. Scope of Application

PSE certification primarily applies to electrical products. These products are divided into two categories:

Specified Products: such as power adapters, electric kettles, rice cookers, plugs, and sockets. These products must be certified by a third-party organization and bear the diamond-shaped PSE mark.

Non-specified Products: such as table lamps, fans, and similar items. These products only require a self‑declaration of compliance with the relevant standards and the affixing of the circular PSE mark.

Three , Certification Process

1. Determine the product classification: Based on the product’s intended use and risk level, ascertain whether it falls under the category of Specified Electrical Appliances (diamond‑shaped PSE) or Non‑Specified Electrical Appliances (round‑shaped PSE).

2. Selecting a certification body: Diamond‑shaped PSE requires certification by a third‑party organization authorized by METI (such as JET, JQA, TÜV Rheinland, etc.). Round‑shaped PSE may conduct testing in-house or entrust a third‑party organization.

3. Prepare technical documentation, including the product manual, circuit diagrams, bill of materials, test reports, and other relevant documents.

4. Product Testing: Conduct safety tests in accordance with Japanese standards, including insulation resistance, dielectric strength, and temperature rise tests.

5. Factory Inspection (for diamond‑shaped PSE only): The certification body conducts an inspection of the factory’s production processes and quality control system.

6. Obtain certification and affix the mark: After passing certification, the product must bear the PSE mark, and the certification number must be indicated on the product manual or packaging.

IV. Significance of Certification

Legal Compliance: PSE certification is a statutory requirement for products entering the Japanese market; products that fail to obtain certification will be prohibited from sale or subject to substantial fines.

Market Access: Obtaining PSE certification is a prerequisite for entering Japanese retail channels, such as Amazon Japan and brick-and-mortar department stores.

Consumer Trust: The PSE mark is a symbol of product safety, helping to enhance consumers’ confidence in the product.

Risk mitigation: Certification helps avoid risks such as product recalls and litigation arising from product safety issues.
